Thom Tillis nor Ted Budd, both Republicans, responded to requests for comment about the letter from the state lawmakers.<\/p>\n<p>Neither Tillis nor Budd serve on the agriculture committees, but may take an interest in the letter due to the state lawmakers\u2019 concerns.<\/p>\n<p>The letter was sent during a difficult week in the U.S. Senate because of an ultimatum by President Donald Trump to pass legislation that affects voter ID laws. The Senate doesn\u2019t have the votes to pass the bill and chose instead to go home until July 13.<\/p>\n<p>Tillis opposed the bill in the Senate over his own concerns about the impact it would have on North Carolina\u2019s Medicaid recipients resulting him ending his reelection campaign last summer.<\/p>\n<p>Chaudhuri told The News &amp; Observer that the driving reason for sending the letter is the impact of the One Big Beautiful Bill, and \u201cwhat it\u2019s going to do to food assistance, and the SNAP cuts to families in North Carolina.\u201d<\/p>\n<p>More than 80,000 people were enrolled in SNAP in Wake County in 2025, making it one of the counties with the highest enrollment in the state.<\/p>\n<p>Wake County is also home to major food assistance organizations \u2014 including the Food Bank of Central and Eastern North Carolina, which signed onto the letter. While the One Big Beautiful Bill became law on July 4, 2025, the federal government didn\u2019t finish issuing implementation guidance until October 2025, then had to issue corrective guidance in December.<\/p>\n<p>The federal government shutdown last year \u2014<a href=\"https:\/\/www.politico.com\/live-updates\/2025\/11\/12\/congress\/trump-signs-bill-ending-longest-government-shutdown-in-us-history-00650189\"><u> which at 43 days was the longest in U.S. history<\/u><\/a> \u2014 \u201cproduced rapidly shifting and conflicting guidance on benefit issuance, generating irregular statewide issuance patterns that are not reflective of stable or normal operations,\u201d they wrote.<\/p>\n<p>Because of this, the data being used to determine cost-sharing obligations \u201cdoes not accurately represent North Carolina\u2019s performance,\u201d the letter states.<\/p>\n<p>Delaying the provisions would give states time to implement policy changes, reduce error rates and invest in program improvements, the letter says.<\/p>\n<p>North Carolina\u2019s error rate was 10.21% in 2024 \u2014 just below the national average of 10.93% that year \u2014 placing the state in the highest cost-sharing bucket.<\/p>\n<p>DHHS in January estimated that North Carolina\u2019s 2024 error rate could cost the state roughly $420 million per year, based on total benefits of more than $2.8 billion.<\/p>\n<p>But the rate has fallen in 2025.<\/p>\n<p>It now stands at 7.36%, compared with <a href=\"https:\/\/www.usda.gov\/about-usda\/news\/press-releases\/2026\/06\/24\/usda-announces-fy-2025-state-payment-error-rates-snap\"><u>10.62% nationally.<\/u><\/a><\/p>\n<p>Leighs said that drop reflects \u201cthe hard work of our counties and our state staff\u201d and while \u201cthe progress is really encouraging, there is more work to be done.\u201d<\/p>\n<p>Work continues to try to get the rate below 6% \u2014 where the state would not have to pick up any of the tab \u2014 and that has included working with counties that may have a higher error rate to work on process improvements and upgrading the state\u2019s NC FAST eligibility system, which county workers use to determine assistance eligibility, to get it up to date with policy changes and increase automation.<\/p>\n<p>Despite progress, Leighs said there were concerns that all the policy changes \u2014 including the work requirements \u2014 could lead to the error rate climbing again, and that the state may not get below 6% in time.<\/p>\n<p>\u201cThat is something we are tracking and speaks to the need for a potential two-year delay to allow for policy to settle and more time to implement strategies,\u201d he said.<\/p>\n<p>The first four months of the 2026 federal fiscal year \u2014 from October through January \u2014 show that the rate has continued to decrease, sitting at 6.69%, he said. But \u201cchanges in HR 1 will continue to be reflected in the subsequent months as we go out through the rest of the fiscal year.\u201d<\/p>\n<p>To determine their initial SNAP match penalty, states can choose to use data from either Fiscal Year 2025 or Fiscal Year 2026.<\/p>\n<p>Another concern is the administrative costs counties will take on.
