Anna Paulina Luna, a Republican from Florida, siding with Trump, jammed the House floor, using Republican hardliners\u2019 votes to prevent other legislation from moving forward without the election bill.<\/p>\n<p><a href=\"https:\/\/www.newsobserver.com\/news\/politics-government\/politics-columns-blogs\/under-the-dome\/article315114027.html\" rel=\"Follow\" target=\"_blank\">Thune sent Senate Republicans home.<\/a><\/p>\n<p>Tillis, a Republican from Huntersville, said it marked the third time in five weeks a decision from the White House derailed a major piece of legislation. And while Tillis has always been careful to avoid blaming Trump and instead focus on Trump\u2019s political advisers, he wasn\u2019t so cautious when talking to McClatchy in an exclusive interview two days after senators left town.<\/p>\n<p>\u201cI look at it this way,\u201d Tillis said, \u201cif the president is making snap decisions \u2014 because I\u2019ve said before there are two ways &#8230; the president gets &#8230; bad advice: one is giving it to him. It was part of a settlement between Trump and the IRS after Trump sued over the leak of his tax return. In exchange, the IRS agreed to never investigate Trump, his family or his businesses.<\/p>\n<p>The Senate\u2019s backlash to Trump\u2019s fund came quickly and <a href=\"https:\/\/www.courthousenews.com\/house-passes-70-billion-reconciliation-package-funding-ice-through-end-of-trump-term\/\" rel=\"Follow\" target=\"_blank\">temporarily delayed passage<\/a> of a bill providing immigration enforcement funding.<\/p>\n<p>From there, the Senate began <a href=\"https:\/\/www.newsobserver.com\/news\/politics-government\/article278683879.html\" rel=\"Follow\" target=\"_blank\">debating a renewal of Section 702,<\/a> of the Foreign Intelligence Surveillance Act, which allows the government to spy on non-U.S. citizens without warrants.<\/p>\n<p>Section 702\u2019s authorization expired at midnight June 13.<\/p>\n<p>And both parties planned to extend the measure, until Trump appointed political ally Bill Pulte to serve as acting director of national intelligence, despite a lack of relevant experience for the job.<\/p>\n<p>\u201c&#8230; You\u2019re in the middle of Section 702,\u201d Tillis said, \u201cand you <a href=\"https:\/\/www.newsobserver.com\/news\/politics-government\/politics-columns-blogs\/under-the-dome\/article316018581.html\" rel=\"Follow\" target=\"_blank\">put one of the most polarizing figures<\/a> in the administration over national intelligence, and so that undermines what we were trying to do for a reauthorization with some reforms that sidelined 702.\u201d<\/p>\n<p><a href=\"https:\/\/www.npr.org\/2026\/06\/12\/nx-s1-5856291\/fisa-702-surveillance-expiration-bill-pulte\" rel=\"Follow\" target=\"_blank\">Section 702 has not been renewed.<\/a><\/p>\n<p>And that brought the Senate to last week.<\/p>\n<p>\u201cWe continue to say, \u2018Let\u2019s focus on making the tax provisions permanent, the impact it\u2019s having on the economy, we\u2019ve got our focus \u2014 the things that we ought to focus on for affordability: pass a housing bill, schedule a signing ceremony, which is a rare thing to do in the Capitol, unless you want to draw a lot of attention to it, glowing remarks the night before from the White House Communications Office and spokespeople, and cancellation,\u201d Tillis said. \u201cNow intrigue over a veto. So these are all just a lack of coordination.\u201d<\/p>\n<p>Trump has 10 days to sign a bill once it reaches his desk, or it becomes law automatically. His other option is to veto the bill and send it back to Congress.<\/p>\n<p>Speaker Mike Johnson told reporters Monday that <a href=\"https:\/\/thehill.com\/homenews\/house\/5947075-johnson-doubts-trump-housing-bill-veto\/\" rel=\"Follow\" target=\"_blank\">Trump won\u2019t veto the bill.<\/a><\/p>\n<p>The SAVE America Act passed the House by a vote of 220-208 on April 10. There\u2019s no specific implementation instructions \u2026 it\u2019s become a joke, in my mind for somebody that\u2019s actually implemented voter ID law, how anybody can look the American voters in the eye and suggest that it could be implemented in time without just causing a huge impact on the elections, and ironically undermine the confidence of it.\u201d<\/p>\n<p>Tillis said that it\u2019s \u201calmost embarrassingly transparent\u201d that maneuver has more to do with eliminating the filibuster, something he\u2019s been vocally opposed to for years.<\/p>\n<p>Despite having a majority, Republicans do not have 60 votes to end debate on the SAVE America Act and allow it to come up for a floor vote.<\/p>\n<p>There have been calls to force Democrats into a talking filibuster, making them debate until they\u2019re exhausted and agree to voting with a simple majority.<\/p>\n<p>Tillis has been a vocal opponent of nuking the filibuster and took to social media to chastise Sen. Mike Lee, a Republican from Utah, for suggesting <a href=\"https:\/\/thehill.com\/homenews\/senate\/5937766-thom-tillis-mike-lee-social-media-save-america-act\/\" rel=\"Follow\" target=\"_blank\">it, calling his idea \u201cgoofy stuff.\u201d<\/a><\/p>\n<p>On Monday, Trump told reporters it would be best to eliminate the filibuster and blamed Tillis and four others for standing in his way. Tillis said Friday that he and Trump maintain a friendly relationship and were texting that morning, but wouldn\u2019t get into details about the topic.<\/p>\n<p>Tillis said he doesn\u2019t waste his time talking to Trump about things he knows the president is dug in on.<\/p>\n<p>Tillis said the last five weeks have distracted from the conversations needed around Republican campaigns.<\/p>\n<p>\u201cWe\u2019ve got to stop this stuff, these unforced errors,\u201d Tillis said.<\/p>\n<p>Tillis said last week that Republicans should have been busy campaigning off \u201call the Democrat socialists that got elected and the rise of (New York City Mayor Zohran) Mamdani as the face of the Democratic Party.\u201d<\/p>\n<p>Mamdani endorsed three far-left candidates in last Tuesday\u2019s New York primary and all three won.<\/p>\n<p>\u201cAll the oxygen got sucked out of the room because it was Republican versus Republican up here versus just this incredible strategic opportunity,\u201d Tillis said. \u201cWe\u2019ve got to be disciplined, stop the petty, personal sort of priorities.\u201d<\/p>\n<p>He said the priority needs to be the interests of the GOP candidates who are currently running.<\/p>\n<p>Tillis said his entire focus now through November is helping those lawmakers. He doesn\u2019t want any more surprises or chaos.<\/p>\n<p>\u201cAmerican voters do not like chaos,\u201d Tillis said.<\/p>\n<p>But Tillis doesn\u2019t believe it\u2019s too late for Republicans.<\/p>\n<p>He said he uses June 30 as a barometer. Tillis ended his reelection campaign June 29, 2025, after publicly sparring with Trump over the impact a bill Trump championed would have on Medicaid recipients in North Carolina. Tillis said he decided he couldn\u2019t effectively run the campaign he needed to win.<\/p>\n<p>For Tillis, June 30 is when the average voters\u2019 focuses go toward their summer plans, Congress prepares to leave for the August recess and attention starts to gravitate toward candidates without distractions from Capitol Hill.<\/p>\n<p>\u201cThat\u2019s the time to have our candidates get out, send a positive message, and be consistent with whatever\u2019s coming out of the White House, the Congress, and for that matter, the state legislatures,\u201d Tillis said. \u201cI mean, we all need to be rowing in the same direction, because the national move can help the local move.\u201d<\/p>\n<p>Tillis said Republicans need to know how to get their messaging out and point to the good things the Trump administration is doing.<\/p>\n<p>\u201cI support the majority of it,\u201d Tillis said. \u201cIt\u2019s all this other stuff.
